Designing a Civic Landmark: Inside INSADA’s Masterplan for the Timor-Leste International Convention Center

As Timor-Leste officially stepped into its future as the 11th member of ASEAN on September 24, 2025, the nation debuted more than just a political milestone—it unveiled a visionary architectural landmark. INSADA Integrated Design Team was proudly tasked by the Timor-Leste government to spearhead the comprehensive masterplan, architecture, and interior design for the new International Convention Center (ICC) in Dili.
Currently under construction, this transformative, mixed-use development stands as a beacon of modern civic architecture, bridging cultural heritage with regional progress.
The Design Challenge: Harmonizing Heritage and Waterfront Views
Situated within the existing Dili Marina, the project presented unique site challenges, particularly around integrating an existing marina structure and navigating complex coastal topography.
However, our architecture and interior design consultants leveraged these constraints into design opportunities. The resulting 110,260-square-meter International Convention Center is strategically positioned to maximize panoramic waterfront views while anchoring a vibrant public realm.
The world-class facility within the area feature:
State-of-the-Art Convention Hall & flexible meeting spaces designed for international summits.
Dynamic Public Amenities, including integrated retail spaces and diverse food and beverage outlets.
A 4,200-Square-Meter Aquarium highlighting the region’s rich marine biodiversity.
An Entertainment Center complete with a landmark Ferris wheel.
Architectural Concept & Sustainable Tropical Design
The architectural language of the ICC embodies a seamless blend of local tradition and bold innovation. From a distance, the structure commands the Dili skyline with a sleek, rectilinear massing. Up close, the building reveals a highly technical, triangulated facade that generates fluid, organic lines echoing the nearby ocean waves.
As a forward-thinking architecture firm, sustainability was deeply embedded into the building's envelope. The ICC features an advanced double facade system engineered specifically for the regional climate. This sustainable element acts as a thermal shield, filtering harsh tropical light into the interior spaces to drastically reduce solar heat gain while maximizing soft, natural daylighting.
The crown jewel of the exterior is a light-sculpted floating roof. It tapers gracefully at the edges, paying homage to the geometric silhouettes of Timor-Leste’s traditional boats. On the fourth floor, an expansive observation deck serves as an elevated communal hub. Complete with lush rooftop gardens and upscale restaurants, it provides visitors with unmatched views of the marina and city center.
Revitalizing Dili’s Public Realm and Urban Connectivity
A core pillar of INSADA's masterplan was urban connectivity. To the west, the revitalized pier area has been reimagined as a pedestrian-friendly gateway featuring expressive paving patterns and an elegant wood-and-glass canopy that guides travelers toward immigration facilities.
This pedestrian network flows into a lively ground-level promenade lined with alfresco dining and retail fronts. Crucially, the reclaimed landscape aligns precisely with the axis of the historic Palácio do Governo, seamlessly tying Dili's storied past to its forward-looking future.
Economic Catalyst and Tourism Growth
Beyond its striking architecture, the International Convention Center is a powerful engine for economic and tourism development in Timor-Leste. By providing the infrastructure necessary to host high-profile international events, it elevates the nation's profile on the global stage, stimulates inbound travel, and establishes Timor-Leste as a regional hub of innovation and progress.
